In light of the mobilizations associated with the war on terrorism a homeland security, this report determines if controls used to pay mobilized Army Guard personnel provided assurance that such pays were accurate a timely. The approach focused on controls over 3 areas: processes, people, a systems. Recommendations were directed at immediate actions needed to address weaknesses in these 3 areas currently relied on to provide active duty pay a allowances to mobilized Army Guard soldiers. Also recommends action to ensure that reengineering efforts include the issues identified in this report. DoD concurred with these recommendations a described actions recently completed, underway, a planned to correct the noted deficiencies.
