It changed the organizational culture, insisted on 'work first, ' adopted information technology, protected against fraud, and contracted for job placementSleek, new office furnishings replaced the dreary decor of khaki-colored, surplus- World-War-II filing cabinets and the like. ... Such terms as aquot;welfare officeaquot; and aquot; income maintenanceaquot; connote a reliance on benefits. ... Therefore Income Support Centers became Job Centers and caseworkers were renamed Employment Specialists to emphasize the focus on helping clients prepare for and find jobs.
