Because of the variety of perceptions regarding men and women in the U.S. military, this report determines whether the military was selecting women and men at similar rates for (1) promotion, (2) professional military education (PME), and (3) key assignments. To determine if selection rates for promotions, PME, and key assignments were similar, the report used service-provided data for the active-duty force for FY 1993 through 1997 and applied a rule of thumb test developed by the federal agencies responsible for equal employment opportunity enforcement.
